sql hash value generation

hi,

I've noticed the same queries generate the same hash values even after running them several weeks apart. Is this by design or a coincidence?

Sometimes I notice the same sql statement will have two different hash values after running it one week apart.

Does hash value creation follow any rule in Oracle 19c (LInux 7) ?

Same question goes for Oracle 11g (Linux 6.7)
