OEM 13c On-Prem Vs OEM 13c in OCI?

Hi,

I am looking for the best recommendations/practices for running  OEM 13c in On-Premises to monitor OCI infrastructure or running OEM 13c in OCI. The details I expect here, include best practices,Infrastructure cost, Infrastructure support, license, security etc..simply my request here is running OEM 13c On-Premises Vs OEM 13c in OCI let assume if our whole project migrate On-Prem to OCI.  which is best?.
