Fluid Position activity guide - can't assign category security

I'm trying to setup fluid position activity guide.  I've inserted a new effective row for the delivered manage position category.  I am trying to assign category security, but the + button does not appear for me to assign security for both add templates and administer category.  Any help would be greatly appreciated.
