What permissions should exist for {hostname}_{version}.olr?

Oracle Community,

I've searched the Administrative guides and not finding any guidance on what the permissions should be on the Oracle Local Registry file.  Our situation is below.  Any guidance on this would be helpful, especially if other installations have similar logging in the gipcd.trc file.   Thought I would check the community first, before opening up a support request.   Many thanks in advance.

Environment: Oracle RAC, 19c, two nodes in cluster.

Daemon gipcd (running as user "oracle") logging to /oracle/base/diag/crs/{hostname}/crs/trace/gipcd.trc contains numerous:

procr_open_key_ext: OLR error message : PROCL-5: User does not have permission to perform a local registry operation on this key.
