UOM Intraclass Conversion Destination Base Unit

Oracle 12.2.9

I am trying to enter an Intraclass UOM conversion and the Destination Base Unit can not be altered.  For example, I am trying to set an item up for an Intra-class conversion of bags(source unit) = 0.2(conversion) x pounds(destination base unit).  I get the following, "FRM-40200: Field is protected against update".  I was under the impression that you could change the destination base unit to any related unit.
