Why the Project Write-off comes in AR as Credit Memo why not as Adjustment?

We don't want the Tax to be calculated for Write-off - but if it comes in as Credit Memo in AR the system is calculating Tax, we want the Write-off to come as Adjustment so that it does not calculate Tax.
