Oracle Fusion:Unable to load transfer from sourcing rules using FBDI

Hello,

We are trying to load sourcing rules in Oracle fusion using FBDI .For each sourcing rule name say XXX we have 2 transfer from records and 1 buy from record.All the buy from records successfully loaded but all the transfer from records failed with the error "For source type 1, the value of the attribute SOURCE_ORGANIZATION_CODE is invalid" .So then we tried to create the same transfer from rule from the application using the same source_organization_code that we received the error for and were able to so the source_organization_code is not an issue.Does anyone have any ideas what we should
