Oracle fusion:Error when loading blanket agreement PO_PDOI_INVALID_VALUE-The value of the attribute

We are trying to load blanket purchase agreement in oracle fusion and have provided the value for the field acceptance_required_flag as Y in the FBDI template but on executing the import all of our records are failing with the error PO_PDOI_INVALID_VALUE-The value of the attribute isn't valid.  ACCEPTANCE_REQUIRED_FLAG-Y.

Y is the correct value for this field but the import is still rejecting these records.Any idea what could be the issue?
