Setup Item Category Set with multiple segment where each segment is dependent on the previous segmen

I've seen this question asked before but not answered.  Now I have this requirement.

Segment1 would be independent. 

Segment2 would be dependent on Segment1. 

Segment3 would be dependent on Segment2.

I know that the standard valueset won't allow you to do more than one dependent valueset in a series.  I've tried that. 

I found some notes on using $FLEX$ but I haven't been able to make that work with Key FlexField and since this is a Category Set I have to use the KFF.  I keep getting errors in the KFF. 

Any luck out there?
