A9.4 Net Changes Missing

In the documents for the Upgrade Planning Checklist there is a list of Special Jobs that need to run for different groups I.e. Technical, Financial, Distribution, etc. Anyway in one of the Special Jobs (Tax Field Conversion) for both A/R and A/P are going to load several new Tax Fields, RPSTA1 - RPSTA5 and RPSTF1 - RPSTF5 but none of these "new" fields or their usage is mentioned in the A9.4 Net Change Document. If the Net Change Document doesn't show new fields and processes what good is it and how can I determine if other "Database" changes were made?
