Parallel Approval for Supplier Registration in Oracle R12.1.3

Hi ,

I am trying to setup AME rule for supplier registration. We want parallel approvals to be enabled.

While creating rule I have selected voting method as 'first responder wins' and I have added two users and given them same order number. But still notification is going to 1 approver only.

I saw some Oracle note saying to apply patch 17525552 , but I can already see this patch in ad_bugs table.

Can you please help me out.
