Patching the Stage Area

Dear All

I am having some issue regarding upgrade from R12.1.3 to R12.2.0

During the stage creation for StartCD 12.2.0.51 and the consolidated fixes are delivered in Patch 25525148.
As per as  i have plan to perform upgrade,  I wish to understand how to create staging for upgrade from R12.1.3 to R12.2.0, I have doubt about this patch 25525148.
