BootStrap Failure in new Install

We are installing new Siebel Application by following below steps on Windows 2016 64 bit server:

IP17 install -->IP20.5 Install-->Configuration using SMC

However during the Setup Gateway - Create Registry (Bootstraping) request is failing with error "Unable to create Registry with the information provided." In the SES application container logs cloudgateway.log we see the below error;

CG_LOGGER - com.siebel.opcgw.cloudgateway.config.BootstrapCGResource:Internal Server Error during registering the CG as a service
