Error while creating order

Hi All,

When we are clicking on create order button to create a promotion based order then we are getting the below error :

Error invoking service 'COLT MO ApplyPromotion BS', method 'CreatePromotion' at step 'Apply Promotion Structure'.(SBL-BPR-00162)--You are not authorized to access this functionality.(SBL-EXL-00151)(SBL-EXL-00151)

Please suggest what can be the issue
