Looking for DB sensitive data security option in ORACLE EE 12R1

E-Business Suite Employee User - Employee User Perpetual

E-Business Suite Professional User - Professional User Perpetual

We are looking for a way to secure sensitive data in our DB. Currently, due to some reasons, my company cannot afford the additional cost of data security like Data Masking package.

So my question is does TSDP, VPD, DATA REDACTION also come with extra cost? Is there any way I can secure sensitive data manually?
