Default grid formats in 9.2

We recently upgraded to 9.2.  Since the upgrade we've been experiencing this problem with a specific application & version combination:

Not able to create default format for a specific version of an application.

Once you select the 'Set As Default' check box in grid format manager and save, it just removes the check-box. The new grid format gets created but not as default, there is no * before the format name to indicate that it is the default grid format.

A new user specific record with DFLTUDO = 1 is created in F956460 as expected.

Issue caused by the orphan *PUBLIC record in F952460 with DFLTUDO = 1 for the specific application version.
