Is Patch number being used as Last_updated_by field in table during GDF Application?

Scenario - We do have some transaction where last update by is showing as one of the GDF Patch number.

while checking that user id, we could not find in our system. is that oracle is using patch number as last updated by.

User id is --22311067

I could see a similar GDF :-Patch 22311067: GENERIC DATA FIX: This is a consolidated generic datafix patch and fixes known data corruption scenarios in P2P flow This patch is recommended for all Oracle Projects customers using P2P functionality.
