Oracle 12c to 19c upgrade failure: catcon::catconInit2: unexpected error in validate_credentials wh

Hi my dear Oracle friends,

I'm upgrading my Oracle 12.2 database to 19c and the upgrade failed with the error below:

catcon::catconInit2: unexpected error in validate_credentials when trying to validate user credentials

Unexpected error encountered in catconInit; exiting

No child processes

Unexpected error encountered in catctlMain; Error Stack Below; exiting

Died at /opt/open_ora/oracle_homes/product/19.0.0/dbhome_1/rdbms/admin/catctl.pl line 9160.
