"This Tax Rate does not exist" error

Hi,

I'm trying to import invoices which are being rejected by the "Payables Open Interface Import" program with reason = "This Tax Rate does not exist."

I do not want Oracle to calculate tax on these invoices.  In the interface table, I did not populate any of the Tax related columns for these invoices so I don't why Oracle is even looking for the Tax Rate.  And I set the calc_tax_during_import_flag to 'N' in the ap_invoices_interface table.

Please advise how to solve the interface rejection error "This Tax Rate does not exist."  Thanks.
