Impact of stopping listener on Database , Middle Tier and Application server.

Hi..

what the effects would be to  Restart the Listener during the middle of the day.  IE: there are already users in the system, MiddleTier Apps, etc...  If I were to restart the Listener would that disrupt their efforts?
