Running State Periodic Wage Listing (SPWL) During Payroll

We have followed a practice historically where we wait for a window where we are running absolutely no payroll processes in order to run the SPWL for the previous quarter. With a bi-weekly and monthly payroll, this is very limited. I couldn’t find in Oracle’s documentation anything about this. Is this advice outdated or flat-out incorrect? As long as the quarter is over, can we run the SPWL process for the previous quarter while a payroll is running?
