Update from oracle 12.2.0.1.0 to oracle 19c not progressing

we have oracle 12.2.0.1.0 with Patch 28810696 - we are upgrading to Oracle 19c,

During database instance creation - when we are executing the command.

Perl.exe ..\..\..\..\catctl.pl -n 4 -I .\..\..\..\catupgrd.sql

This command keeps on executing and never completes its action even after 2 days of waiting. When looked in the task manager, Perl.exe and 4 to 5 SQLplus.exe are running and they are never ending.

Can you please help us on how to resolve this issue.
