French Statutory Secondary Ledger Posting at Subledger Level

Business has legal requirement to provide reporting on French Accounting Entries Audit File, we have been going thru the Oracle document Release 12 ( Doc ID 1604003.1 )

Has anyone implemented this solution and patch before? we wanted to confirm whether it's mandatory to apply MLS Patch and have secondary ledger posting option to be set at subledger level?
