Approval rules to be created based Tax Rate at AP invoice :Fusion

We have a requirement, wherein if the tax rate is 5 percent at AP invoice Line level, it has to be sent to approver.

I have created a rule using the condition 'Invoice Line.Tax Rate' is 5, but it was not working and am receiving the error message "The supervisor or job level associated with the approval rule doesn't exist. Change the rule or correct the HCM employee supervisory or job level hierarchy. (FUN-720337)".

But when i have created the rule with condition tax rate code it is working fine at tax rate code level, but it was not working when defined at tax rate level..
