Issue with Expense Tile on HCM Employee Self Service Homepage

My Issue:  The Expenses tile is displaying on the HCM Employee Self Service homepage.  We originally had the HR and FIN nodes setup (unified navigation), however the Unified Navigation had issues, so we deactivated the unified navigation.  This worked for everyone except....  The Expense tile still shows up on the HCM side ---although it doesn't work (as it shouldn't).

My understanding is that the tile is controlled on the FIN side and is set to 'fixed-req'd' within Structure/Content.

If I 'inactivate' on the FIN side, it is removed from FIN and HCM.  How do I display a tile only on the FIN side.  What is allows the communication to share a tile on fin and hcm?  And how do I stop it?
