19.7 DB Templates for OEM 13.3c

I have 19.7.0.0.0 standalone database installed on OL7.8 and an instance created and running.  I am looking to install OEM 13.3c on the same system for the DBA to manage the database more easily.

Going through the Install Documentation it states that a Management Repository database needs to be created prior to install and it's easiest to use the templates.
