Coverage Not Terminating on OE Event

We are no longer offering medical and life to a set of employees. I am trying to terminate medical plan type 10 and life plan type 23 on the OE event. I updated the OE event to 'Terminate Coverage' on the OE event class on the Event Rule. The medical coverage terminated but the life coverage did not terminate. The life plan type 23 only has one option which is the default.  Waive Coverage is set to Not Allowed on the Benefit Program/Plan Type.
