Quantity randonmly drops from PO when create from a workorder

When a POs are created from a workorder in Maintenance Mangment, we are seeing cases where the quantity is dropping.  These cases are random and there does not seem to be a pattern.  We noticed with the last one that the line showed not pegged after it when through.  Has anyone else seen this?
