local web 1st application stays in Loading

Hello,

I am on 9.2, TR 9.2.4.1, WLS 12.2.1.3 , JDK 8.241

When using local web from a fat client, the first application run (either fast path or menus) stays in Loading.

If you open the same application twice, or any other application it works smoothly.

I remember this issue but do not remember the solution, and neither I can find anything on the knowledge garden.

Would you please help with a solution on this?
