Costing reports not displaying exchange rates

I am running the below standard oracle report in cost management and it does not display exchange rates:

USD is our Primary ledger currency and MXN is the currency on Secondary ledger. We have daily rates setup but the Exchange rate LOV is not populating in of the costing reports.
