PSPBARUN - Ben Admin process waiving employees when dependents are removed

Hi,

We have a custom process which removes the dependent information from BAS_PARTIC_DPND record when the dependent needs to be removed from the health benefits for some custom plantypes. The custom process triggers the PSPBARUN cobol which removes the dependent information from PS_HEALTH_BENEFITS page. While doing, the cobol is also waiving the employee from the custom plantypes also. Is this the expected behavior ? if so, can someone please explain why this is happening?
