Can't close inventory period because of Uncosted Material/WSM!

Hi,

I cannot close inventory period because of pending transaction.

When I open the Material Transaction window there are 4 transaction with costed  'NO' but there is no ERROR showing.

I can't seem to find why did this happen or how to solve it. I have read some  materials where I have to check if Cost Manager is Active but I can't find Cost Manager following the steps as below:

Go to Inventory > Setup> Transactions > Transaction Managers and check that the Cost Manager is Active.

If it isn't Active, activate it   Tools> Launch Manager.
