Zero tax rate in P4008 for a tax rate area

Hello,

We have just moved to Avatax in JDE 9.2.  We have a tax rate area set up with the same G/L Offset we used for Vertex.  We want the tax rate to be zero on this new tax area as the only transactons that should default back to P4008 are foreign which should not tax.

It was discovered today that the 7.0 rate, which is our default rate, reappeared as the tax rate new tax area.

Is there a process or job that would possibly be updating the F4008 tax rate for areas where the tax rate is zero?  Without audit fields, it is tough to know where to start.
