IB batch ending in out of balance error even though batch is in balance

When I attempt to post an IB batch that was inserted using BSFN the batch keeps going into error with out of balance post error.  The batch is in balance and the WC message says its an inter-company problem.   I've attached the out of balance report which shows the batch is in balance and that there is no inter-company.  I've also verified that the RC AAI is setup probably.  This is only happening with IB batches created with the BSFN and not the ones entered directly in JDE.  What could be causing this issue?
