How to request a patch for my operating system for a known bug

Hello.

I'm hitting a known upgrade bug for Oracle 19c that has a patch for Linux and AIX but not MS Windows x64 (2019).

Database Upgrade to 12.2.0.1 & later,Fails with Error:'ORA-04020: Deadlock encountered while attempting to object' ( Doc ID 2526432.1 )

Patch 29232653: UPGRADE TO 12.2.0.1 FAILS WITH ORA-04020: DEADLOCK ENCOUNTERED WHILE ATTEMPTING TO OBJECT

Is is possible to request a patch for a known bug for a specific operating system? What is the process?

I have a work-around, but ideally, it would be nice to have this to simplify 19c upgrades.
