Self Service W-4 when employee makes change to State, the Federal radio button also updates

We have employees going into self service to make changes to their State tax withholding but the system is also updating their Federal withholding and flipping it to 2020.  Is anyone else seeing this?  We feel like this is a recent change.  Thanks.
