In EBS R12.1.3 are there any APIs to create ledgers.

In EBS R12.1.3  are there any APIs to create Reporting ledgers. We have to create 100+ secondary ledgers and repeating these steps in DEV, UAT and PROD will consume lot of time. So I wanted to find are there any standard oracle APIs that we can use to do an automation
