cannot create pfile in my RAC database

Hi there

I am working in Test Database VM Environment.  My Database verion 19c and OS : Oracle Linux 7.6.

I have reduced physical memory from Database Server. After that I have tried to  start the Database as under:

[root@rac1 ~]# srvctl start database -d rac19

PRCR-1079 : Failed to start resource ora.rac19.db

CRS-5017: The resource action "ora.rac19.db start" encountered the following err                                     or:

ORA-00845: MEMORY_TARGET not supported on this system

. For details refer to "(:CLSN00107:)" in "/u01/app/grid/grid_base/diag/crs/rac2                                     /crs/trace/crsd_oraagent_oracle.trc".

Later I have tried to create pfile to edit the memory, I could't create it :
