Not able to add people in PIM User Group. Add button is not coming for few groups

HI,

Not able to add people in PIM User Group. Add button is not showing once I open that group to add more people from Development Manager -> People,Groups and Companies.

Can anyone please let me why Add button is not showing for few of user groups.
