Cafe1 (Form Layout) Screens are not loading automatically

Hi,

We recently upgraded to Tools Version 9.2.4.2.  Some of our users rely heavily on Café1 (form layout) screens.  They are having trouble with these not loading even though they are displaying as selected in the form layout dropdown box.  Switching to another layout and then back will cause the layout to load.  Once the screen is closed and re-opened the process must be repeated because the layout will once again fail to load.  Is there something we can do to eliminate this issue?

I have tried duplicating one of these layouts in hope that a newly created layout would not have that issue but it acted the same.
