%REF_URL in LM_ENRL_CONF_ILT template

Does anyone have any idea on how the %REF_URL - bind variable is getting populated in Notification email using template LM_ENRL_CONF_ILT in ELM email notifications (enrollment confirmation emails)?

When I am selecting the HTML syntax on template, the complete backdoor URL of My Learning is getting displayed in email as just "My Learning" - only instead of the complete URL getting displayed, where as when i deselect the HTML syntax on template the %REF_URL displays the complete back door URL of My Learning page in full.

Does anyone know how we can control this? I want to retain the HTML syntax on template since I am doing some formatting using HTML tags for line breaks and paragraphs and at the same time, I would like to display the full back door URL displayed in email - instead of just the "My Learning" - Hyperlink?
