Oracle restart 18c with db 12.1 does not come up after server is power off.

Hi all!

I have a stand allone db 12.1 database with grid 18c and after the server shut down with " power off" ommand,  it is not comming back online after server is back online.

Is that a normal behavior? should it bring services online just after reboot? I really had understood that with oracle restart, after the server comes up it will bring all db services and it´s dependents back online automatically.

Here, we have several eletrical maintanance activities, most of them dba team are not engaged.

Please, can anyone kindly answer?
