Cloning 12.1.3 Ebiz from solaris 10 to solaris 11, getting error,Can't stat executable /app2/crmazdc

See this summary,

1. On the downstream clone, it is reporting 10.1.3.0.0 in ias.properties for 10.1.3  -   How did it get this way?  - I am asking myself this at this moment.  This is the problem, I am just now awakening to.
2. On production - the 10.1.3 ias.properties clearly says 10.1.3.5.0. That is why I put in the SR, because we were on the correct version. 
3. So, it looks like the real problem is maybe what it is saying – do we have a correct Ebusiness Suite?   It says 10.1.3.5.0 on production, but when cloned over the ias.properties files read 10.1.3.0.0.    I am just now realizing this – how can such occur.
