Concurrent Requests "Running Normal" but with no actual_start_date

What is the right thing to do with concurrent requests that are "Running Normal" but have no actual_start_date ?  I saw a query (here) that refers to these are "runaway" but doesn't advise. I presume we just have to mark them as terminated (you can't cancel them via the application - you get an error).

They are causing a backlog of pending jobs. We have 73 of these, some are AutoInvoice, some are workflow, some are payroll workers.
