Updating TAX_RATE_CODE in ZX_RATES_B

Hi

We have a requirement to change the VAT_CODE in AP_SUPPLIER_SITES_ALL table.

We do not have Patch 18342689 installed (Note 1604569.1) hence AP_VENDOR_PUB_PKG.UPDATE_VENDOR_SITE is not working as it does not update VAT_CODE unless the patch is installed.

Is there a way to update the TAX_RATE_CODE value in ZX_RATES_B table?

Background - For Ireland the VAT Rate is being reduced from 23pc to 21pc effective 1/Sep, our TAX_RATE_CODE has the number 23 in it. We have to remove the number 23 as it will cause confusion. We are able to create a new VAT Code but since the API is unable to update the VAT Code in the Supplier Sites table this approach is not going to work. So I was wondering if there is a way to update the Tax Rate Code in ZX_RATES_B table such that Supplier Site will automatically be updated. (This would also mean updating relevant
