Employee CC vs Corporate CC - Credit Card Download

Can employees store their individual personal credit cards to be paid via Credit Card Download? If so, do we have to establish links with each financial institution or is there a MasterCard clearinghouse, Visa clearinghouse, etc that payments are processed through? Many employees do not have corporate credit cards so determining if credit card download functionality would be a viable solution or not. Thank you!
