CPU Utilization is 100%-events on inactive server

My OEM states about every 15 minutes that the cpu utilization is 100%, crossing the thresholds. On the specific Windows-server there is hardly any activity as this server is the secondary node from a failsafe cluster and currently not being used.

Could this be a bug or is something else going wrong? Or am I overseeing something?
