What is the difference between Option Code and Option Sequence in a Benefit Program?

In our existing automated benefit programs, the option codes and option sequences for all our plans have the identical numbers.  Can someone explain to me what these two columns are for and what they control?

In the past, when we had new plans, e.g. new HMO plans, we reordered both option codes and option sequeces so the that all HMO plans had numbers next to each others.  However, I am not sure if it is really necessary?
