JDEdwards Notification Bell Status

We are facing an issue with the notification when the same subscription is dispatched to the same user at a different time, the bell status is not showing the new message. When the old message related to that notification is deleted, then the bell status shows up. Our analysis reveals that the bell status table F980051 is not accepting multiple records neither in U status nor in R status. Does anyone know how to fix this?
