Oracle Workflow : Constraint in Personal Data Removal

Hello All,

Revived a Constraint error  Says " Oracle Workflow : There are active Workflows associated with the User. Close the open workflow item activities and try again"  with entity type FND.

Can you please assist on this error how to resolve.
